GUYS is this strange to say to someone younger than you?

saw my boss at the beach with his little daughter and he is always flirty/friendly and no one takes his jokes/comments personally because he talks to all girls the same, we saw eachother later at nite at a work social and he told me if he had saw me not go in the water at the beach than he would push me in and that "all i need to do is ask", then said "i would've thrown u over my shoulder and tossd you in"....was he trying to be sexuall in a friendly way? or was he saying it like im a little girl lol? hes alot older than me
